二 | 国四排放标准实施首年的燃油车，包括2012年6月30日前登记的汽油车、2014年6月30日前登记的柴油及其他燃料车。什么是国四排放标准？中国汽车流通协会专家委员会委员章弘解释称，国四排放标准是国家第四阶段机动车污染物排放标准，该标准主要使用了冷却的排气再循环的装置，让气体在催化转化器的活性层过程中，使一氧化碳、碳氢化合物和微粒等污染物减少排放。

三 | 章弘表示，我国整个乘用车的保有量达到了3.4亿辆左右，能够达到国四排放标准的车有数以千万辆计，这些车迄今为止都没有包含在以旧换新补贴的范围里。“这次以旧换新的政策把这些车纳入范围，拥有这些车的消费者会考虑踊跃购买新车，会给汽车消费带来很大的促进作用。”(责任编辑 董湘依 制作 郑铮 宅男财经出品)。
